Restore dock New Frame and Preferences menu functions (Bug#7535).

* term/common-win.el (x-setup-function-keys): Restore ns-new-frame
and ns-show-prefs.

* term/ns-win.el (global-map): Restore ns-new-frame and ns-show-prefs
bindings.
